The Clinic of Emergency Medicine and Internal Medicine at Viljandi Hospital comprises two key departments:

  • Emergency Medicine Department (ED)
  • Internal Medicine Department

The Welfare and Rehabilitation offers:

  • 24-hour general care services
  • 24-hour specialized care services for individuals with mental disorders as ordered by a court
  • 24/7 specialized care services for individuals with mental disorders in unstable remission
  • Treatment and rehabilitation services for individuals with substance use disorders

The center is divided into four departments: the Welfare Department, the Ida-Viru Department, the Viljandi Department, and the Tallinn Department.

Welfare Department

In the Social Care Department, we provide 24/7 general care services and 24/7 specialized care services for individuals with mental disorders who have been ordered by a court to receive treatment and for those with mental disorders in unstable remission.
We also provide specialized care services for adults with severe, profound, or chronic mental disorders who, due to their mental health, require guidance, counseling, assistance, care, and/or supervision due to their mental health.

Treatment and Rehabilitation Services: Ida-Viru, Viljandi, and Tallinn Departments

At our Ida-Viru, Viljandi, and Tallinn branches, we offer treatment and rehabilitation services to people with established substance use disorders.

The target group for these services consists of individuals with substance dependence (specifically, those classified under the ICD-10 diagnostic groups F11, F12, F14, F15, or F16). Participation in the services is voluntary and intended for individuals who are self-motivated to address their addiction disorder. Provision of the service requires that the individual’s mental state and behavior allow them to live with others 24/7 in accordance with shared living arrangements and that they are able to comply with applicable internal rules, participate in group work and psychotherapeutic interventions, engage in self-analysis, and perceive their surroundings and themselves accurately.

Our center’s services cannot be provided against a person’s will or without their willingness to cooperate and motivation. Our services are not intended for individuals with alcohol, substance, or gambling addictions, nor, unfortunately, for those with (severe) mental disorders who require separate psychiatric treatment.

In addition to abstaining from substance use and reintegrating into daily life, the goal of treatment and rehabilitation services is to achieve lasting psychological changes, develop new behavioral patterns, and enhance self-efficacy in coping with risky situations through various therapeutic approaches and counseling by specialized professionals.

The services are funded by the National Institute for Health Development and are provided free of charge to clients.
