The Finance Department supports the hospital’s day-to-day operations by ensuring the systematic, transparent, and accurate nature of financial processes. The department’s mission is to ensure that all activities related to budgeting, accounting, and reporting comply with legislation and the hospital’s needs.
The department’s main responsibilities include preparing the hospital’s budget and monitoring its implementation, preparing financial analyses and reports, processing purchase and sales invoices, organizing public procurements, and calculating payroll. Additionally, the department’s responsibilities include monitoring compliance with Health Insurance Fund contracts and developing forms that regulate economic activities.
Through its activities, the Finance Department ensures the hospital’s financial stability, contributing to the provision of high-quality healthcare services and sustainable development.
The Hospital Pharmacy is a medical support service that supplies the various departments of Viljandi Hospital with the necessary medications and medical supplies. The goal of the hospital pharmacy team is to ensure, in collaboration with doctors, nurses, and other healthcare professionals, that patients receive timely, effective, and safe treatment.
In addition, the hospital pharmacy is responsible for providing doctors and nurses with information about medications and advising them as needed.
Thus, the hospital pharmacy is a vital link in the patient’s treatment journey, supporting the work of doctors and nurses in every possible aspect of pharmacy.
The Administrative Services Department at Viljandi Hospital is responsible for the hospital’s infrastructure, logistics, environmental and cleaning services, and food services, and is divided into separate departments according to these areas.
The Infrastructure Department is responsible for the technical operation and safety of the hospital buildings. Its work includes the maintenance of elevators, ventilation, water supply, heating, and cooling systems; the maintenance of electrical systems; and the organization of construction and repair work. Fire safety, the reliability of access control systems, security alarms, and video surveillance are ensured.
The Logistics Department manages the maintenance of the vehicle fleet and mobile units and coordinates the transport of patients, staff, and goods—ranging from blood components and laboratory samples to laundry, food, and pharmacy supplies. It also manages the transportation services of partner organizations. The department is also responsible for warehouse management.
The Environmental and Cleaning Department is responsible for the hospital’s cleanliness, maintenance, and environmental safety. Its activities include the procurement and handling of staff and patient clothing and linens, the organization of laundry services, and waste management, including the safe handling of hazardous waste. It ensures the upkeep of rooms, furnishings, and the hospital grounds.
The Catering Department manages the hospital’s food service process, ensuring safe and high-quality food for patients, staff, and visitors. Daily work includes food preparation, food procurement, and storage.
The Medical and Information Technology Service is responsible for the modern digital environment, ICT infrastructure, and the reliability of medical equipment, providing technological support to all hospital staff and ensuring the security and efficient operation of systems. The department’s mission is to develop and manage both ICT and medical technology solutions that support high-quality patient care and the smooth operation of the organization.
The Cooperation Department develops and coordinates service and communication systems. The department’s goal is to create a patient-friendly environment, support a seamless patient journey, and develop and organize communication and the hospital’s collaboration with the community and partners.
The Cooperation Service is divided into a Service Unit and a Clinical Assistance Unit.The Service Unit team consists of reception and information staff whose task is to provide patients with a reliable, professional, and friendly service experience.
The Clinical Assistance Unit brings together clinical assistants who work in various hospital departments, providing support to medical staff with administrative tasks.
The Quality Management Department ensures that the care provided at Viljandi Hospital is professional, safe, and patient-friendly. The department’s work focuses on developing quality management, risk prevention, and internal control, supporting the coordinated and effective operation of the entire hospital team.
Key activities include implementing the quality policy, improving documentation and processes, organizing internal controls and audits, training staff, and developing feedback collection systems. The department actively participates in the hospital’s development projects and supports the functioning of healthcare quality and data protection systems.

The Personnel Administration supports the organization’s operations and development by ensuring the smooth functioning of HR processes throughout the hospital. The department’s responsibilities include workforce planning, recruitment, employment contract management, labor law consulting, shaping working conditions, and coordinating occupational health and safety. It also develops work processes and contributes to upholding the organization’s values and improving internal communication.
The Viljandi Hospital Personnel Administration also includes a training center that supports the continuous development of employees and lifelong learning. The training center organizes professional and job-related training, develops the internal training system, supports internship supervisors, and works with managers to ensure that training needs are identified and met. It also participates in collaborative projects, organizes conferences, and supports employees’ participation in degree programs.
